Honda SH125 2006. Parking Brake?
Honda SH125 2006 has a small steel lever above the rear brake lever, is it a parking brake and what is the second, short cable attached to the lever mechanism? Thanks.

For context, I was looking at a potential purchase but couldn’t get the brake to lock.
