It may be worn bushes, but in the first instance, undo the wheel spindle, let everything relax, straighten the wheel, hold the front brake on, and do it up good and tight. Also check that the bushes themselves are done up tight.
If that doesn't sort it you may need a bush kit.
A wonky front mudguard can also give that appearance, so be sure it's the wheel and not an illusion, can be tricky to tell.
