There's a security device that bolts to the ground, may take a bit of work but I've heard their very good.
The other option is to move. I'm not sure if the Elephant is much better though?

Yes, it's called an anchor bolt. I have large steel rings set into the wall. They do the same job. (this is one of them)

I'd happily leave a £200 to £300 bike where one of these idiots could kill themselves, hopefully before going on to blight many more lives.
It would be a bargain in the long run!
