Would be tricky to register, if declaring as new then you need a Cert Of Conformity and Cert of Newness also it will need linked brakes for this year.
Otherwise I think it's an MSVA and a Q plate.

Nicely done, even kept the carb cover in place to disguise the accelerator pump.
