They can give you a ticket for certain things that stops you using the vehicle until presented at an MOT station fixed. (a brake light is that kind of thing) I suppose these days it will electonically 'cancel' the MOT, which will be reinstated when the ticket is presented back at the police station, stamped by the MOT station.

In the case of serious defects the police, Well traffic police, have the power to have a Vehicle removed from the road until it has been re-moted or if less the 3 years old MOT issued.
No rear light on a bike or both out on a car is one of these faults
Whoever buys it will have to take the new MOT to a Police station to get the prohibition notice removed or they will get stopped I don't know about new keeper but if it was yours when you got the notice and it not been cleared the police will impound the bike !

probably by the broken English been used by a illegal and they've ended up giving it the prohibition as they didn't get it fixed several times.
