Couldn't tell you precisely but Google came back with a few demos of that unit.

I've no experience of that particular unit but generally in general you hide them somewhere on the vehicle and they use a SIM card (at whatever cost you can get from your mobile provider). It will then send text position reports based on GPS and mobile tower positioning.
Sometimes wired to the vehicle battery to keep their own internal battery topped up.

The Loncin that I sold to barker has a tracker facility. I did pick up a Meta Sat RCO9 from a scrap car. I managed to wire it to test it and I could hear the relays clicking but couldn't get it to respond to texts so I need to find somewhere to get reprogrammed.
