Yup, so much for Euro regulations being applied across the board. Ireland can ride 50's on car licences too; French can ride mopeds at 14; and I've just returned through the Netherlands and Belgium where riding low power mopeds without helmets is normal (including one very fast Puch that I clocked at nearly 50mph).

I think you must have been on the Dutch side of the border if you saw people riding mopeds without helmets - in the Netherlands, you can ride a 25km/h-restricted moped without a helmet, but you must use cycle paths where available. Here in Belgium, helmets are obligatory, and the law is strictly enforced. It's even more stringent once you get over 50cc - you'll risk a fine if you're not wearing long sleeves, long trousers, gloves and ankle-covering boots (both rider and passenger).
Since my friend doesn't have any form of driving licence, he needs to take a minimum 3 hours of training, 2 hours of which must be on-road, then sit a theoretical and practical test in order to obtain a moped licence (cost around €300).
